    I agree with a comment below me. The only true way to become a fluent English speaker is to live in an English speaking country or country where your job requires to speak English. For instance, you might be living in Belgium but you would be working in a multicultural organization where English is a spoken language. You will never ever become proficient in English if you live in your home country because you will speak in your mother tongue everyday in various situations. You CANNOT get rid of your native language if you live in your home country. It is practically impossible. People just need to realize that you can and you will improve your English while you live in your country but you will never become fluent. By fluent I mean being able to communicate in English without hesitation and automatically in various topics, not just general basic everyday life conversations such as how is the weather and what are you planning for this evening. I am talking about politics, sports, food, medicine and many more.
